Purpose of the policy
Council recognises the growing role of synthetic surfaces in community sports. This policy ensures that these surfaces are used appropriately on Council’s active reserves. It provides clear guidelines for installing synthetic surfaces, following industry standards and the requirements of sports governing bodies.
Where synthetic surfaces can be installed
Synthetic surfaces can be installed in specific areas of Council's active reserves, including:
- around cricket pitches
- winter covers for cricket wickets
- boundary and runoff areas
- hybrid synthetic football/soccer goal squares
Any other installation of synthetic surfaces on active reserves requires approval from the Manager of Active and Creative Communities.
Approval process
Before installing new synthetic surfaces or expanding existing ones, you must get written approval from the Manager of Active and Creative Communities (or their delegate). Maintenance and like-for-like replacements do not require approval.
Specifications
Different sports have different standards for synthetic surfaces, such as pile height and infill material.
The installing group must follow the latest specifications from their sport’s governing body.
If multiple sports use the same reserve, conflicting standards may arise. In such cases, written approval from all relevant sports bodies is needed before installation.
Sprinkler heads and valve boxes must not be covered by synthetic surfaces.
Full synthetic pitches
Proposals for full synthetic pitches are considered individually and require a detailed report for Council approval.
Sports which often use synthetic surfaces will continue to be assessed based on standards, usage, and environmental impact.
This includes:
- cricket
- tennis
- hockey
- athletics
- outdoor netball,
