Gender Equality Action Plan

The Gender Equality Action Plan (GEAP) sets out how we are creating a safer, more inclusive, respectful and equal workforce.

Our vision

Our vision is for Knox City Council to be a fair, equitable and respectful organisation, consciously leading by example on gender equality in our community.

Prevalence and UnderstandingIdentify and contribute to eliminating gender inequality by understanding its prevalence and nature, as well as its drivers and impacts (including bullying, discrimination, harassment, and victimisation).
Prevention and LeadershipChampion gender equality leadership and accountability to prevent inequality and harassment before it happens, by visibly setting the right standard and prioritising safety, respect, inclusion and equality for all.
Response and EffectivenessEnable safe reporting, act against the conditions that enable inequity, and support respectful transparency to enhance our learning and demonstrate our accountability to others.

How we plan to achieve our strategic goals

Strategic goal 1: Prevalence and Understanding

Our aim: Identify and contribute to eliminating gender inequality by understanding its prevalence and nature, as well as its drivers and impacts (including bullying, discrimination, harassment, and victimisation).

What Council will do:

  • Develop and implement a sexual harassment prevention plan.
  • Enhance data collection and reporting systems.
  • Conduct bi-annual workplace gender audits and progress reports.
Strategic goal 2: Prevention and leadership

Our aim: Champion gender equality leadership and accountability to prevent inequality and harassment before it happens, by visibly setting the right standard and prioritising safety, respect, inclusion and equality for all.

What Council will do:

  • Build leadership capability and an inclusive environment through training and education.
  • Review recruitment and development practices to identify and address potential contributing factors to significant gender imbalance.
  • Implement a flexible working model that supports the changing needs of the community.
Strategic goal 3: Response and effectiveness

Our aim: Enable safe reporting, act against the conditions that enable inequity, and support respectful transparency to enhance our learning and demonstrate our accountability to others.

What Council will do:

  • Establish safe avenues for individuals to report harassment and discrimination.
  • Conduct pay gap analysis to identify and rectify inequities.
  • Undertake Gender Impact Assessments for key programs and services.

Our targets

By 2025, Knox City Council aims to:

  • take positive action towards achieving workplace gender equality.
  • consider and promote gender equality in our policies, programs and services.

Factors influencing the Plan

We considered several factors when developing this plan:

  • Legal obligations under the Gender Equality Act 2020.
  • Findings from workplace gender audits.
  • Community needs and socio-economic data.

Implementation and reporting

We will:

  • Monitor progress through workplace surveys and audits.
  • Report to the Commission for Gender Equality every two years.
  • Share updates on key metrics and achievements.

Progress reports

The Gender Equality Act 2020 requires that we publicly report on our progress in relation to workplace gender equality.

GEAP progress report 2023

The 2023 progress reporting period was 1 July 2021 to 30 June 2023.

To date, we have successfully completed 9 of the 18 actions that fall under the 3 key strategies in the GEAP, with the remaining 9 actions currently in progress.
