Permits for election signs and materials on Council land
You must apply for a permit to display an election sign or distribute election material on Council land.
When applying for signage, candidates will need to attach a copy of their Public Liability Insurance Certificate, to a value of $20 million.
The Certificate must have Knox City Council listed as an ‘Interested Party’.
Public Liability Insurance can be obtained by contacting your preferred insurance company or an insurance broker.
Enquiries have been made in the insurance market to confirm that insurance cover, as required by the permit conditions, is reasonably available and identified Local Community Insurance Services (LCIS) are offering a policy that would meet Council’s permit requirements. This offering is not endorsed by Council, and it is expected there will be other providers offering comparable products in the market.
Candidates are encouraged to research their insurance options and carefully consider the relevant product disclosure statement before purchasing insurance.
In the interests of fairness and transparency, this page will be updated if Council is made aware of other providers with suitable insurance offerings.
Applications are only considered after an election has been announced.

Election signs on Council land must follow the election sign rules and a fee may apply.
Election signage on private land
No permit is required for election signage on private property, as long as it meets the following requirements:
- It is no bigger than 5sqm
- It is limited to one sign per property
- It must not be animated or internally illuminated
- It must be removed within 14 days after election day, and not be displayed for longer than a total of 3 months
Election signage on VicRoads land
A permit from VicRoads is required when election signage is placed on their land. This includes roads, road verges or tree reserves. More information is available at vicroads.vic.gov.au.

Election signage on public transport
Regulations prohibit distributing political materials:
- on trains
- on platforms
- within Metro's rail lease area.
Metro's lease area includes:
- station platforms
- buildings
- station foyers
- carparks
- internal roadways
- footpaths
- bridges
- stairs
- lifts
- access ways within station carparks.
Metro cannot allow political candidates to:
- canvas
- distribute information
- film or photograph on or near Metro's railway lease or vehicles without a permit.
