Knox Cycling Action Plan

The Knox Cycling Action Plan (KCAP) is a 10-year plan to improve cycling in Knox. It identifies key priorities for Council to increase cycling in the area.

Key principles

The plan is based on 4 key principles:

  • safe systems
  • low stress cycling
  • movement and place
  • all abilities and ages.

While the plan considers Council's financial limits, it sets out how we can provide a real alternative to cars. It also guides future developments on cycling infrastructure.

The plan's objectives, network and actions extend beyond 2035. The 10-year timeframe allows Council to make big changes to Knox's cycling network. We'll review the plan in 2035 to ensure it stays relevant.

Network delivery

We're committed to improving our cycling network. A comfortable and attractive network encourages new and less confident users to cycle more often for different types of trips.

Based on community feedback, we'll deliver these supporting features:

  • parking facilities
  • refuge crossings
  • seating
  • drink fountains
  • path lighting
  • repair stations
  • bike lanterns (signals)
  • wayfinding signs
  • tree planting.

Our network will:

  • link homes to key destinations, services and facilities across Knox
  • connect locally and to the wider regional cycling network
  • be a low-stress cycling environment suitable for all skills and ages
  • guide private and public development to include appropriate cycling connections.

How we plan to achieve our goals

Goal 1: Evolving our network design

A well-planned cycling network will improve user experience, increase consistency and address safety concerns. It will ensure projects work together rather than compete for priority. Routes should suit all ages, from families with young children to retirees getting back on their bikes.

We aim to:

  • create a consistent standard for cycling facilities in Knox
  • advocate to State Government for improved road crossings
  • include cycling facilities in road reconstruction projects
  • seek extra funding to speed up network construction
  • improve underpass safety.

We will do this by:

  • using off-road or separated cycling facilities instead of bike lanes that allow car parking
  • improving underpass safety for cyclists and pedestrians
  • setting design standards for wayfinding, on-road, off-road and supporting infrastructure
  • looking for suitable sites for mountain bike trails and jumps
  • seeking external funding to speed up construction
  • designing project phases early to identify overall investment.
Goal 2: Investing in cycling routes and infrastructure

Since COVID-19, more people use active transport for commuting and social gatherings. Our network needs to allow for local and regional trips that connect to nearby areas. Our community wants well-connected, comfortable and continuous routes that are more than just recreational trails.

We aim to:

  • prioritise building primary routes to improve regional and municipal connections
  • improve wayfinding across Knox's existing network
  • build meaningful cycling connections
  • plant more canopy trees along cycling routes where possible
  • reduce safety concerns and user conflict on existing shared paths
  • increase comfort by providing more supporting cycling infrastructure
  • deliver key routes continuously until completed
  • connect to neighbouring council links and support the Eastern Regional Trails Strategy.

We will do this by:

  • building all primary routes by 2035
  • improving cyclist comfort with drinking fountains, seating, repair stations and parking
  • formalising 'quiet' and 'linking streets' with wayfinding and linemarking
  • connecting cycling links to key activity centres and employment clusters
  • increasing project budgets to include tree planting after construction
  • maximising shared path widths where possible
  • trialling shared path lighting in Knox
  • installing cycling wayfinding for new and existing links
  • extending our recreational routes to improve regional connections.
Goal 3: Increasing our awareness

Our cycling community has changed. We now have more mixed-age families and inexperienced cyclists who want to commute by bike. These newer cyclists want more information about our network. They also want experiences where they can learn about the local environment, indigenous and local history, or discover interesting landmarks in Knox.

We aim to:

  • raise awareness of etiquette and road rules for shared paths, cycling and scootering
  • increase public awareness of Council-run programs and new cycling facilities
  • improve trail branding to make cycling routes easy to identify.

We will do this by:

  • increasing media presence to promote new rules, routes, etiquette and Council programs
  • promoting newly built cycling facilities each year
  • finding a location for a new children's bike training facility
  • expanding Council's cycling courses to support inexperienced cyclists
  • developing trail branding to increase awareness of existing trails.
Goal 4: Managing our network

To manage our network and use resources efficiently, we need to improve how we govern and deliver our infrastructure.

We aim to:

  • improve auditing and maintenance of on-road cycle lanes
  • determine maintenance procedures for non-standard lighting to support shared path lighting trials
  • re-evaluate the ranking criteria of cycling infrastructure in the Capital Works program
  • align the Department of Transport and Planning's Movement and Place network with Knox's priorities
  • coordinate with other Capital Works programs for cost-effective and efficient delivery
  • improve project coordination with internal and external departments.

We will do this by:

  • delivering Capital Works programs with multi-disciplinary objectives, creating functional and greener streets
  • adopting and updating the State Movement and Place network to reflect Knox's cycling priorities
  • developing a Council policy for solar lighting along shared paths and in environmentally protected areas
  • establishing road safety and maintenance auditing procedures
  • using new technology to design, deliver and monitor our cycling network
  • updating Council's capital works ranking criteria to better reflect the plan's priorities
  • allocating space for future shared paths and canopy and habitat corridors
  • improving street sweeping for on-road cycling facilities.

Investing in the future

Personal mobility is evolving. While not a key objective of this plan, Knox will investigate or monitor these initiatives to ensure our transport network responds to technological advances in active transport:

  • bike share/scooter hire schemes
  • bikes on buses
  • Parkiteer (free, secure bike parking at stations)
  • bike tower parking systems
  • glow-in-the-dark linemarking.

The KCAP supports Council's goals to:

  • improve connections
  • enhance social and physical wellbeing
  • increase transport options
  • reduce negative impacts on the environment.
