The Plan includes two key elements:
- how Upper Ferntree Gully will function in terms of its social, environmental and economic future
- physical improvements to the Upper Gully shopping precinct (the area along Burwood Highway).

Amendment C162
On 10 April 2017, Council resolved to request the Minister for Planning to prepare, adopt and approve Amendment C162 in the Knox Planning Scheme.
The Minister for Planning approved and gazetted the Amendment in August 2017.

Amendment C141
In April 2017 Council decided to abandon Amendment C141.
