Personal training permits

Before using Council's active reserves, personal trainers and outdoor fitness groups must obtain a permit and understand Council guidelines.

About permits

Your permit will confirm:

  • what activities you can carry out at the reserve
  • session dates and times
  • maximum number of participants, and
  • the number of sessions allowed.

Apply for a permit

Before you apply you must understand and follow our guidelines below for the use of active reserves and public open space by personal trainers.

There are 2 types of permits for personal trainers:

1. Active Reserves (sports field) permit

A permit to run personal training session on an active reserve or sports field can be obtained by applying online. You will need to create an account if you do not already have one.

2. Open Space permit (not an Active Reserve or sports field)

A permit to run personal training on an open space that is not an active reserve or sports field can be obtained by contacting Community Laws on 9298 8000.

Before applying

Before starting your application, make sure you have:

  • read and understood the guidelines below
  • attached copies of the following documentation to your online application form:
    • Public Liability Insurance (at least $20 million)
    • a risk management plan
    • personal training qualifications
    • registration with the peak body or organisation.

Application timings

For casual sessions, you must apply a minimum of 14 working days before your first scheduled session. You will be advised of the outcome of your application within 10 working days.

For ongoing sessions, you must apply for seasonal tenancy a minimum of 7 weeks before the desired tenancy period. You will be notified of the outcome 15 working days before the beginning of the tenancy period.

Permit periods

Permits are valid for a maximum of 6 months, with the dates varying depending on the tenancy period applied for.

The tenancy periods are:

  • Winter period – 1 April to 30 September each year
  • Summer period – 1 October to 31 March each year.

Fees

The fee for a 6 month commercial personal training permit is $1,734.00. 

Guidelines

Use of active reserves and public open space is subject to the following conditions:

Ground access

When using Council reserves, you should be aware that: 

  • Sessions are restricted to active reserves and at no times can be conducted at passive reserves. See our list of available reserves below.
  • The number of permits issued per site will be determined by Council.
  • Council reserves the right to restrict training, withdraw use for a community event, or for repair/maintenance works.
  • Exclusive use of the reserve is not permitted and non-participants are not to be excluded from public open space.
  • Any damage occurred or cleaning required as a result of a training session will result in all associated costs being forwarded to you.
  • You must complete a risk assessment form before all sessions. We will email the risk assessment form to you with the confirmation of approval.
  • You must report any hazards/issues which require our attention to us in writing.
  • You must manage activities to minimise wear and tear on grassed areas, including rotating use within the booked area and/or alternating activities.
  • You must ensure that any exercise equipment does not create any hazards or obstruction to both participants and non-participants or damage the ground.
  • Marquees and other equipment are not to be pegged into the ground as this may cause damage to existing irrigation systems.
  • Vehicles are not to be driven onto the reserve at any time.
  • Weekly ground audits are continually taking place and if the condition of the ground deteriorates, usage of the ground will be reviewed. Should the ground become unavailable for use, you will be notified and an alternate venue will be sought. It must be noted however that an alternate venue is not guaranteed.
Insurance and safety

You must cover the following requirements:

  • You must provide a copy of your Public Liability Insurance which indemnifies Knox City Council.
  • The level of Public Liability Insurance must be at least $20 million.
  • You must provide evidence of peak body registration.
  • You must conduct yourself in a proper and orderly manner and be considerate of other users and residents in the area, subject to local laws pertaining to actions in public places.
  • Any noise created by training activities shall not be audible from nearby residential properties and trainers are to comply with the EPA noise control guidelines.
  • You must have a first aid kit at each session and keep a log book of any injuries.
  • You must have access to a mobile phone and an emergency contact list.
  • You are responsible for satisfying all occupational health and safety legislation and regulations, including sun smart practices.
  • Council does not accept liability for any debts you incur and shall not be responsible for any of your property or that owned by any other person that may be left on the site.
  • Care should be taken with respect to other users and abutting properties when:
    • using whistles, amplified music, megaphones and generators
    • selling merchandise
    • using heavy equipment and/or structures
    • blocking off areas with structures or barricades, including witches hats.
General conditions

The following conditions apply to permit use:

  • The number of participants per session will be assessed by Council, dependent on the site, however a maximum of 20 participants per session will be allowed.
  • The number of sessions per week per reserve will be assessed by Council however a maximum of 10 sessions of 60 minutes per week per reserve will be allowed.
  • Sessions will not begin before 6am and are to finish by 8.30pm.
  • Hours of operation will be assessed by Council and approved subject to the site.
  • Council will collect feedback and if complaints are received will review the approval conditions.
  • Use of advertising, including the display of ‘A–Frames’ is to be provided in writing and requires Council’s approval, as per Council’s Community Signage on Council Open Space Policy.
  • The area is to be left clean after each session.
  • The use of portable floodlights is not permitted. Should you wish to use an active reserve which has floodlights, you will need to contact the existing tenant sporting club.
  • We have the right to terminate our agreement with you without notice if you fail to comply with reasonable direction of staff or have breached the terms of the approval.
  • In order to maintain ovals and grassed areas in optimum condition, the following list of equipment (though not exhaustive), are not allowed to be taken onto the ovals and grassed areas:
    • tyres (any size)
    • skipping and battle ropes
    • bosu, medicine, wall or yoga balls
    • kettlebells and weight training equipment
    • parallettes
    • agility and speed ladders.
