Determine if you need Essential Safety Measures (ESM)

If you own a commercial or industrial building, you are responsible for keeping it safe.

What are ESMs?

Essential Safety Measures (ESMs) are systems that help keep people safe in commercial and industrial buildings. As a building owner, you must maintain these systems for the life of the building.

Examples of ESMs

  • Fire detectors and alarms
  • Firefighting equipment and sprinklers
  • Exit doors and access routes
  • Emergency lighting and exit signs
  • Mechanical ventilation

You must have these checked and maintained by qualified contractors.

Who needs ESMs?

ESMs are required for most buildings, except houses and outbuildings. They apply to:

  • Boarding houses
  • Hostels
  • Residential accommodations
  • Shops and offices
  • Factories and warehouses

Your responsibilities

  • Annual Safety Report – Owners must complete an Essential Safety Measures Report every year.
  • Occupancy Permit – Buildings with ESMs built after 1 July 1994 must display:
    • Occupancy permit
    • Schedule of essential safety measures

These must be placed at the main entrance or as stated in the permit.
