Submit Your Application
To lodge your planning permit application, ensure you include the following:
- Completed and Signed Application Form: not required for online applications.
- Certificate of Title: Must be no older than three months and include all restrictions (e.g., Section 173 agreements, covenants, encumbrances, easements). Obtain this from the Landata website.
- Application Fee
- Plans and Elevations: Drawn to scale with dimensions, showing details of all buildings or structures, or plans for proposed use if no development is planned.
- Written Reports: To support your application.
- Metropolitan Planning Levy Certificate: Required if your development cost exceeds the threshold. Check the State Revenue Office website to see if this applies.

VicSmart planning permit applications
The VicSmart process makes applying for straightforward planning permits simple and fast.
Why use VicSmart
VicSmart offers:
- A 10-day approval process.
- No advertising of applications.
- Pre-set requirements for the information you need to submit.
- Decisions made by a Council Officer.
Applications that qualify for VicSmart
The types of applications eligible for VicSmart are listed in Clause 59 of the Knox Planning Scheme. Each has specific requirements for:
- The information you need to provide.
- How your application will be assessed.
- The decision guidelines we must follow.

How to Lodge a VicSmart Application
You can lodge your application:
- Online: Register for council’s online services to upload documents and pay fees.
- In person or by post: Visit or send your application to 511 Burwood Highway, Wantirna South VIC 3152.
Once submitted, your application will be assigned to a planning officer.
Initial Assessment
Once your application is submitted, we will begin the assessment, which may include a property inspection.
- Missing Information: If anything is missing, we’ll send you a written request for further information (RFI). This letter may include preliminary concerns or issues.
- Updating Your Application: Address concerns raised at this stage to avoid potential delays or refusal of your application. Speak with us before submitting changes.
You can amend your application at any time, but changes made after public notice may require re-advertising and incur extra fees. Address issues during the RFI stage to avoid this.
If your application is complete, we will refer it to:
- Internal Council Departments: For technical or strategic assessments.
- External Authorities: If triggered by your application.
Refund requests
You may request a full or partial refund of a planning or building-related fee.
Please note: Council grants refunds at its own discretion.
