Amend or extend a planning permit

A detailed overview of how to submit plans for endorsement, amend a planning permit, or request an extension of time. Following these processes ensures compliance with Council requirements and helps keep your project on track.

Submitting Condition 1 and other plans

After receiving a planning permit, you may need to submit amended plans or reports to meet the conditions. This could include:

  • Condition 1 Plans: Amendments required under the first condition of the permit, often related to development details.
  • Landscape Plans: Planting and landscaping requirements for your site.
  • Tree Protection Plans: Measures to protect vegetation during construction.
  • Construction Management Plans: Strategies to manage construction impacts on the surrounding area. 
  • Specialist Plans: For example, bushfire management plans, sustainable design assessments, or waste management plans.

If you wish to make changes unrelated to permit conditions, you must submit an amendment request, which may incur a fee.

Steps to ensure compliance

  1. Review permit conditions carefully:

    Your permit outlines required actions, including which plans or reports must be prepared and submitted.

  2. Ensure alignment between plans:

    Cross-check all plans to ensure consistency (e.g., landscape and drainage plans should not conflict)

  3. Submit before starting:

    No construction or use can begin until all required plans are endorsed by Council.

How to submit your plans

Online submission

  • Upload your plans and documents through our Online Services portal. 
  • Register for an account if you're a first-time user: Register for Online Services
  • Submit specific plans:
    • Submit Condition 1 Plans
    • Submit Landscape Plans
    • Submit Engineering Plans (Drainage)

To update your submitted landscape, drainage, or development plans, log in to Online Services, find your application, and select ‘Submit Further Information’.

Do not submit a new application.

In person or by post

Submit hard copies to:

Opening hours: Monday - Friday, 08:30 am - 5 pm.

Next steps

  • A planning officer will review your submission.
  • If compliant, we will endorse your plans and return them to you.
  • If additional changes are needed, we will provide feedback.

Processing time

Plans will generally be reviewed within 30 days. However, incomplete plans may take longer as additional information may be required.

Amending a planning permit

When to amend a planning permit

You might need to amend your permit if:

  • You want to change the conditions attached to the permit.
  • You need to modify the approved use or development type.
  • You wish to update the plans approved as part of the permit.

Types of amendments

  • Minor changes (secondary consent): For small updates to approved plans that do not alter permit conditions or the approved use. (Cannot be used to the change permit conditions or major elements of the project).
  • Major changes: For all other amendments, including significant updates to permit conditions or approved plans.

Information required for your application

  • Complete application form.
  • Current Certificate of Title (less than 3 months old).
  • Original permit number.
  • Explanation of requested changes.
  • Updated plans, clearly marking proposed amendments.

How to apply for an amendment

Online submission

Use Council's Online Services portal:

  • Apply for secondary consent
  • Apply to amend a planning permit

In person or by post

Submit a completed application form along with required documents:

Cost

Fees depend on the nature of the amendment. Refer to the amendment fee schedule for details.

Extending a planning permit

When to request an extension

You may apply to extend your permit's expiry date if:

  • Your request is submitted before the permit expires, or
  • It has been less than 6 months after expiry, or
  • It has been less than 12 months after expiry, and development started lawfully before the original expiry date.

If these timeframes are missed, Council and VCAT cannot grant an extension, and you will need to apply for a new permit.

Information required for your request

  • Explanation of why the extension is needed and how much time is required.
  • Evidence that the development started before the original expiry date, if applicable.

How to apply for an extension

Online submission

Submit through Council's Online Services portal:

  • Apply to extend the time on a planning permit

In person or by post

Complete the Extension of Time Request Form (PDF) and submit it with supporting documents to:

Turnaround times and expectations

  • Submission review times

    Council aims to process application and endorsements within 30 days. However, incomplete submissions or complex amendments may require additional time.

  • Communication

    For all submissions, applicants will be contacted if further information is needed or changes are required.
